Just speaking "in theory," yes, manipulation of a national race that appears on every ballot in the country is significantly more difficult to map out than would be a localized or state race that would concentrate much more attention to much greatly fewer voting districts. Meaning manipulation of localized races is too risky to attempt. Again, theoretically speaking.

They underestimated how many fraudulent votes they would need and were in a hurry.
