Very much so. I am on a dual intent visa right now (H1B). It means you can work on a temporary basis (intent 1) while also having intent to immigrate permanently by getting a green card (intent 2).
Before this I was on a student visa (F1) which did not have dual intent.
The dual intent part of my current visa allowed my employer to apply for my green card.

Yes, that is labor certification. That was completed back in late 2009 and early 2010 and that is when my wait for green card began.

If you are really interested, here are some references for you to look in to: LINK1
Roughly 2/3rd of doctoral graduates are foreign students ( page 34). Which means there are very few qualified Americans who are interested to teach, and they are being hired away even before they graduate.
Only about 15% of CS doctoral graduates go on to academic jobs ( page 46)
In 2016, there were >= 540 CS faculty jobs in USA. There were roughly 340 that were filled. The situation worsened since then. Now search firms are being hired to look for CS faculty. Tennessee Tech last year offered to pay candidates to come to pre-interview visits to check out the campus and city even before the candidate interviewed.

Perhaps you see an angle here that I don't, but on the surface this just seems completely absurd.

The majority of Neurologists/Neuroscientists in this country are Indian/Asian. I thank them everyday. They seem to have a knack for the brain and a strong passion to understand it. For this I applaud them. It is one of the longest and strenuous residencies out there.

I do not know what the applicant pool looked like when I was hired.
But if current trends are indicative, then probably there weren't. For example, this year we hired a new faculty. There was one American candidate who was already hired by the time we wanted to interview that person.
I have seen similar trends in the last few hiring cycles as well. We actually have had failed searches where we did not hire anyone at all as we could not find anyone competent (neither native nor foreign born).
