Is open carry legal? Concealed carry with or without permit? I am reading conflicting information and don’t want to get in trouble.

With permit only, thanks to a few Republicans who cucked out on the veto override vote that would’ve eliminated the need for a permit after they had originally voted in favor

Usually with permit (see below for the usually part). Louisiana is a Shall Issue state, meaning that the state can't deny you a permit unless you fall into one of several categories enumerated by law. Felon, drug user, etc. Contrast this with a May Issue state like New York where you have to beg to get one and people who hate you and hate your guns can arbitrarily deny you a permit.

Now for the "usually" part. During mandatory evacuations during a declared state of emergency, any person who may legally possess a handgun may legally conceal it without a permit.

a few Republicans who cucked out on the veto override vote

The override vote needed three more yeas in the Senate to send the veto on to the House to tell the governor to go frick off. These are the three Republican senators who voted for the bill originally but voted with the governor on the override. They must be primaried and you must not support these people.

Sen. Louie Bernard, R-Natchitoches
Sen. Patrick Connick, R-Marrero
Sen. Franklin Foil, R-Baton Rouge

In addition, Sen. Ronnie Johns, R-Lake Charles scheduled a surgery or some other medical procedure to happen during the veto session. The procedure could have been scheduled at any other time and he was so sorry, but he just couldn't be there to provide another vote against the governor. And then, just after the vote, he just happened to resign his seat in the Senate and take a lucrative governor appointed position as the head of the state gaming control board where he answers to nobody but his new daddy.

Imagine that.

Mississippi does not require a permit to carry concealed…that’s why I ask if I can apply for a Louisiana concealed permit.

If you go ahead and get a permit in Mississippi, Louisiana honors it. Even though you can CC without the permit in Mississippi, if you travel to Louisiana a lot it would be worth paying and going through the process to get a permit in Mississippi.

reciprocity map

eta: the map is interactive, in that you can click on different states and it will tell you which other states you'd be good in with your home state's permit.

They do not require but offer them. You will have to get a Mississippi one and it will be recipatory with the link on the post above this one.
Here is another website that comes in handy
https://www.handgunlaw.us/

Edit: if you are going to another state freshen up on their laws also. Even the Southern states the laws can vary for where you can carry. Also for having it in your car.

Everywhere except those places where law already specifically prohibits you from having a weapon.

Post offices, schools, bars, places where a legislative body meets, voting places, federal buildings, parades/permitted public gatherings, airports beyond security, prisons, courthouses, federally prohibited places, etc., are right out.

You can carry in a church or someone else's private property, but only with permission of the church or the owner of the property.

Get the MS permit so you can enjoy reciprocity with other states.

Say you’re a good ole boy with a clean record and get popped for CC with no permit, what’s the penalty?

Just remember that's the FIRST time. The second time's a felony that'll get you up to five years. The third time's gonna get you up to ten without parole, probation, suspended sentence, etc.

Also, that third one's likely gonna come with other friends since the second one already made you a felon and felons with guns generally don't get treated lightly.
