Get a torch and heat up the lug nut. Then use a pair of channel locks or pipe wrench. If that doesnt work, you might want to look at bolt extractors.

All of the above suggestions are good. However, getting the lug off the stud is sometimes more difficult than getting the stud off the hub.
If everything else fails try drilling straight through the middle of the stud. Use progressively larger drill bits. Use a good cutting oil and go slowly. When you get to a large enough bit the tire will be free. You can order just a single stud and they press in.

Just grind off the nut/stud. You can knock out the old stud after removing the hub and replace it with a new one or go with out it all together.
Sounds like the break shoes is holding up. Try to bleed all presure off the system and shoot some PB blaster oil spray in and around the inside of the drum. Use a wheel puller to remove. There are (2) 6mm bolts that you can remove. Buy (2) new 6mm bolts that are 1 1/2" long and some washers and use the wheel puller to remove drum and hub as one.
