This is correct, although I don't think anyone should call a ribbon snake a garter snake. Technically, everything in the Thamnophis genus is called "garter" snake. T. sauritus, being long and slender got their own common name of "ribbon snake." It's one of the many reasons common names are a terrible way to identify snakes. There's no rhyme or reason to how they're used. All the other dozens of species and subspecies of Thamnophis are all called "garters."
