Is there anywhere I can bring a small tire and rim in the BR area for them to reseat the bead? It's roughly the size of a small go-kart tire. I've watched youtube videos and tried several different methods but I can't get it done.

Find a shop with some Mexicans. Don't kill yourself trying to do it. I've been there.

I’ve done rope, wire rope, ratchet strap...nada. The fire trick is not an option on this tire

This. I never can get the ratchet strap to work. Get some starter fluid and spray I little along where the tire and wheel meet making sure that some gets in the inside tire. Get a torch and watch the magic. Will scare the shite out you, but the tire will pop back on the wheel and mostly inflated. You’ll never try a ratchet strap again.

I took the wheel off when I did it, but this guy doesn’t.

i get a strap and a bar. Make sure the strap is centered on the tire. Wrap the strap around the bar and turn the bar tightening the strap. You can get it tighter this way than with a ratchet strap. Make sure to get a squirt bottle with soap/water and liberally spray the beads on both sides of the tire. Also make sure you're using a good amount of compressed air. Like 120psi. Not one of those cigarette lighter air pumps.
