Question about wasps in landscaping

I have four sky pencil holly bushes. These bushes have been infested with what appears to be wasps for some time. I treated the bushes about 2 months ago with a" tree and shrub systemic insect drench" by fertilome. I have also been spraying them regularly with an insecticide. Neither of which have taken care of the issue

any thoughts or recommendations?

Are they eating insects that are on these plants? Anything living under the leaves such as aphids or white flies?

I'm really not sure, but I have not seen any additional insects other than what appears to be wasps

Leave wasps alone unless they are near a high traffic walking area. If that's the case, just knock their nest down a few times and they usually move on.

they don't appear to have traditional nests inside the bushes, they just seem to be hanging out in there.... they also seem to be killing the plant from the inside out

Then like the previous poster said, they are likely eating an insect on the plant and it's that insect killing the plant. Wasps would not damage a plant.

That's what I figured. I'm just trying to get rid of the problem...and I'm not having any luck with the steps I have tried so far

Squirt bottle mix 2 tablespoons of Dawn concentrated dish soap and 32 oz of water.

Spray bushes, wasps and any other insect you see. All bugs will be dead in 30 seconds or less. Bonus is wasps cannot fly with the soap on wings. They just fall to the ground.

Plant survives. You profit with extra free time. Respray as needed until you thin the herd enough.

Make sure you spray UNDER the leaves, too. Some of the pests that kill your plants are pretty crafty. If your application of insecticidal soap (or Dawn and water) doesn't make direct contact with some bugs, it won't harm them.
