I wondered about this too, would the pre emerge reduce the ability of the grass to reseed itself?
If you want to really do it the right way, take a soil sample and make whatever adjustments need to be made, but that takes some time

Spray, put sand, then sod. Same situation as you, builders put sod in front and sides, back was on me. Waited until early spring, bought the house in October, worked great.
Water the crap out of your sod, guy told me at least 1" every day for the first 2 weeks.

fwiw...Most pre emergents Target only specific weeds...have not seen many(if any) that Target real breeds of grass...can't see how that would harm the sod at all unless you do not spread the proper amount per sq. Ft....just my opinion...
