Another vote for the Tikka. Best rifle I own and it ain’t even close. I have it in 7-08 and couldn’t be more pleased. Caliber is personal preference, 308 is available everywhere and a fine round. But to each his own. Get you a Tikka and you will not regret it

Sauer is the best of the $1000 rifles

Have a look at the Savage 110 Trail Hunter Lite. 20" threaded bbl, Hogue overmold stock with pillars, accutrigger all for a little over 500.00

Second the purchase of a Tikka. Hand down the best production rifle out there!

I bought my son the Savage Axis II XP with Scope in 7mm-08. I struggled getting it to stay consistent shooting but that had to do with the stock scope rings coming loose. I ended up tossing the scope rings and bought DNZ 2 piece rings and put a Nikon Prostaff BCD 3x9-50 on the gun. I then replaced the cheap plastic stock with a Boyds At-One stock. I love this gun now.
I will say the gun doesn't like Hornaday American White Tail bullets but does great with Hornaday Precision Hunter bullets.
The Boyd's more robust stock was the game changer as well. Made the gun a little heavier. Gun barely even kicks.

One of my favorite guns I own is a Remington Model Seven in 7mm-08. It’s probably 20+ years old now and I have no idea if they are even still made. It’s a shortened 700 action and they lightened the rifle to about 6lbs or less. Easy to lug around and super fast handling. One of the most accurate guns in my arsenal. If you can find a used one that’s been well taken care of I’d probably take it over a newly manufactured rifle.
My son has this exact gun in a youth model. I’ve been using it when hunting out of my climber just because it’s so much easier to operate at the size in a tight area and it’s lightweight and I easier to free hand shots with. It’s probably 20+ years old but it’s super accurate. Love that gun.

To pair with your 7mm08, I highly recommend the Hornady reduced recoil rounds that were shown on page 2. I bought my son(Savage Axis) his 7mm08 when he was 9(now 15), and my daughter(Ruger American) got one when she turned 11(now 12). The only rounds they have shot out of them have been the Hornady's. My son has killed 7 deer and 4 hogs, and my daughter has killed 2 deer. The internal damage that these bullets do is amazing. Shot placement is obviously key, but most of the animals they have shot, have dropped. They have not lost an animal that they have shot at. Both of the deer that my daughter shot were about 100-110 yds, and she knocked them both off of their feet.
