Mulch - best quality for best price?

I'm located in Houston and looking to add all new mulch to my flower beds. Would like to get this done before weather cools down. I have seen diff types of mulch at Lowes and Ace for around $3-$4 per bag (2 cubic ft). I am not sure if these are good brands and/or if that is a good deal.
Any recommendations of good quality mulch at those prices?

Can't speak to price. But Pine needles make exceptionally good mulch. So do shredded leaves.

I used pine straw last time and I don't really like it. Over time it turns to this miserable gray/brown that isn't very appealing to look at.
On the flip side, it's very cheap so you can afford to lay it down thick to keep the weeds down.
