Looking for a used outboard around the 4 to 5 thousand range. 70 or 75 hp.

I'm sure you know to NOT buy an Evinrude. Damn shame what they did.

Tohatsu, Yamaha, or Suzuki. Can't got wrong with any of those.
I have a 70yam, went with it because it was a good deal I found and it is the lightest of three at the HP. The other two jump up to a bigger class block after 60hp.
