Very likely carburetor.
Needle may be stuck in seat. Float may be stuck.
If you can work a screwdriver and wrench and be careful with the gaskets and small parts take it apart clean it all and put it back together. Make sure you take note of the throttle and governor linkage so it goes back together correctly.
Otherwise...Get this stuff called mechanic in a bottle. Pour in with gas and get it into the carb. Let it sit for a little while. It will dissolve and ethanol residue and probably fix it.
