Jeep Tire and Suspension questions

I have an 86 CJ7 that's a weekend toy and has been stored with minimal use for ~5 years (had twins, never took the time to retrofit shoulder belts to get car seats in). I'm ready to get it back into use and have a couple of questions for the OB:
I currently have Cooper street tires on it and there are fine cracks along the sidewalls. Should I be concerned? Internet search finds a range from "normal and no big deal" to "need new tires asap"
If I do need to replace them, I would either go with 31" BFG AT without a lift or 33" with a 2.5" lift (BDS or similar). The tires/lift would be mainly for appearance. My question is on the difference in road handling between the 33" lifted vs 31" stock suspension. Is there a big difference in comfort/safety at highway speeds?
Any advice/suggestions appreciated.

First, congrats on owning a real Jeep, not a Chrysler!

I would personally leave it stock with 31's. And for Pete's sake, get rid of those 1994 saw blade wheels.

Yeah, I'm not a fan of the wheels either, but I'd rather not drop another grand on it right now.

How 'bout you just get some new wheels for your street queen and slap some good rubber on there?
Lifting a Jeep just for appearance is so frickin stupid I can't believe I even responded to your post, but...
i put some Silent Armor on my CJ and have been pleased with them...low road noise & decent gas mileage
They even have good all-around offroad performance (not that you would need it.)

33" mud tires
and a new set of wheels. Christ almighty those things are ugly.
EDIT Get a cheap set of stock looking CJ wagon wheels.
Like these:
You can get them in chrome, white, or black. Or gold. And you can get them in all kinds if sizes too.

I meant an EXTRA grand on wheels. I know I'm looking at $2K for tires + lift
I had 31" Mickey Thompson Bajas on it in Tennessee when I used it in the mountains before moving back to LA and it saw plenty of action for 10 years. I sold it to a neighbor in BR who turned it into a "Street Queen". I had the chance to buy it back a few years later and I haven't done anything to it since then.
Now I turn to the OB and those who know a little more than I do for advice.

well, you should know JEEP stands for

If the lift kit wasn't needed then, I seriously doubt it will be needed on the mean streets of Lafayette!
You will have to get wheels for the 33's anyway.
Forget about the lift and fix the fuel gauge instead!

Sell it to me for $1,000 cash.
Get a set of steelies for the rims. Or look around on craigslist, you can find all kinds of stuff for Jeeps on there. What is the bolt pattern on the CJ's? Isn't it like 5.5 on 5 inch? I'm contemplating selling my stock rims and getting a set of 15x8s for it, but they're on a TJ and it is 5 on 4.5 inch.

CJ's are notorious for fuel gauge issues. Along with axle and carb issues.
That being said, the CJ is absolutely the quintessential Jeep. It's a classic. Mine's an '85.
Tell us about the engine and transmission in yours, whatcha running?
