Is it legal in Louisiana to spread out sand or grit to attract ducks and geese?

I'm assuming you're talking about making a grit pile. Yes it is legal.
A friend of mine with property in Klondike had a huge grit pile made and didn't hunt it for 2=3 years. Now, you can go basically any day of the week regardless of weather and get your specks in about 30 minutes.
If you want to do it right, you need about 4 dump truck loads of river sand. And let it sit.

The best speck spot I ever hunted was over a grit pile. They are legal and worth the effort.
