Starting from scratch, other than a safe reliable boat/motor (including anything attached to the boat like electronics, trailer, etc) setup, what would the approximate costs be for the initial setup?

Rods/reels $___? How many and size?
General tackle $___?
General fishing accessories $___?
Safety equipment $___?
Subscription services (xm, hilton's, other) $___?
What does boat insurance run?
What else?

Would be for offshore fishing out of cocodrie.

This is pretty subjective depending on what species you'll target and how nice you want your stuff to be.

Snapper, cobia, dolphin then reaching out to tuna eventually.

Middle of the road, don't need the finest quality but willing to pay more than the minimum for something that will last.

these are very broad questions

Rods/reels $___? How many and size? Depends on how you fish. Some can be multipurpose but jigging, trolling, deep drop, topwater are all different. Good conv reels will run $400 to thousands. Spin usually cheaper. Rods can range $100 to $500+

General tackle $___?
You can minimize terminal tackle to save a little, but this is too broad to break down. Figure what you need for what you're targeting and Buy in bulk.

General fishing accessories $___? Gaffs, nets, knives, anchor, rope, lights, go on forever...

Safety equipment $___? Epirb, flares, throws,
First aid kit, etc. whatever you feel safe with. Look up pricing.

Subscription services (xm, hilton's, other) $___? Most range $100-200/yr

What does boat insurance run? Too broad

What else? Left off most important expense...fuel! Varies on your rig, driving tendency, conditions, etc.

Rods/reels $ 1000? How many and size? Get you some basic Penn 4/0s and a few 6/0s. They are great reels for snapper and lemon fish and rig fishing. If you are wanting to go up a little get you some TLD 20s/25s. Great bottom fishing reels and the 25s can easily catch decent size tuna. Starting out, find you some good used deals on eBay or Sportsman.
General tackle $300? You are gonna want to get jigs, leaders, hooks, and basic terminal tackle.
General fishing accessories $500? Rough guess. Gaffs, fighting belts. Don't have to go all out
Safety equipment $Priceless. Do not skip on this category. Good radio with EPIRB. Back up GPS, first aid kits, throw bags.
Subscription services (xm, hilton's, other) $200. Get hiltons
What does boat insurance run?
What else?

You don't have to go all out to get started. Get you some good used rod and reels and basic fishing tackle to go out there. You will learn as you go. And then your bank account will go also. Just take someone with you that's done it and willing to show you the basics. Catching fish at the rigs is not rocket science.

Would be for offshore fishing out of cocodrie.

what I did and recommend you do is pick a setup that you can boat just about anything with...based on what your primary target species is

when I was heavy snapper fishing I went with tekota 600's on a 5'-6" MH stand up rod spoiled with 80# braid. With that you can vary your terminal tackle and technique all the way up to AJs using the same tackle. Keeps it simple and you can avoid loading the boat with tackle you'll never use. With 6 setups and my tackle bag I'm ready to roll
