Help diagnosing an old Polaris Ranger 500 problem

I've got a 2008 Ranger 500 Carb. Somehow it has started "governing" forward they exact same way it does reverse. Everything running/sounding perfect, but as soon as it gets to about 15 mph, it just hangs at exactly that speed. Feels exactly like if you run it in reverse.
A little bit on google made it sound like it needed a new ECM (already replaced it once years ago), but I really don't feel like throwing a $350 guess at this problem if there is anything else that could be causing this. Anyone ever see this before? Any other ideas? Thanks.

Dumb question but, have you changed the spark plug?

Always check simple first.
Fuel: fuel filter ever been changed?
Air: has it been changed?
Spark: is the plug original?
Belt drive, pull the side cover. Remove belt. Wash in warm soapy water. Rinse well.
Blow the dust out of the primary and secondary. Take brake cleaner and a big scotch bright pad. Clean the area where the belt rides. Wipe with paper towels.
Reinstall.
If it persists, check fuel pressure and electrical gremlins.

Mine does that if the seatbelt isn’t clicked.

Research how to bypass the safeties and go from there.
Could be as simple as water in your fuel or spark plug boot cracked
