Not the best link, but it mentions state management

quote:

The Gulf of Mexico Fishery Management Council has recommended that the National Marine Fisheries Service (NMFS) approve pilots for all five Gulf States to test state management of recreational fishing for red snapper. The Council’s approval of the pilots, known as Exempted Fishing Permits or EFPs, came with the caveat that the decision by some states to include their federal charter/for-hire vessels (and the corresponding quota allocations that are associated with them) not result in shrinking the federal charter season for the rest of the states.

Is this esentially what JBE proposed with a few people getting these EFPs to fish snapper all year long?

ETA: See link below. Looks like 150 rich mf'ers are going to get lucky.

Yes, that is what was proposed last year. Why limit it to 150 people and give them extra catch share? Just roll it out as a pilot and allow anyone to participate within the current regulations. It seemed like a ploy to hand extra catch to a chosen few while saying it was helping test real time data testing.

I’ll admit I was willing to listen to their proposal last year and give them a chance but after reading that proposal, it’s a crock. What I’m afraid of is if this works, they will want to do this for everyone. You can’t give quota based off ROLP. There are way too many out there that have it and maybe will never go. In this system, that would be wasted quota.

If they did go with something like this permanently, would they divide it equally? Joe Blow who went snapper fishing once last year would have the same amount of fish I do when I go often? That’s crock of shite. I know the state wants full regulation, but NMFS will say that this system work and this is what they will approve.

Did some quick math...comes out to roughly 24 snapper per participant. So the first calm day, a permit holder can run out to GI 95 and load the boat up with monster snapper and not compete with anyone.

And you know someone with deep pockets will be drooling at that thought. I would love to think it’d be a true lottery, but this is Louisiana where politics rule.

In 2018, Alabama and federal waters off the coast will be open for red snapper fishing every Friday, Saturday and Sunday from June 1 to Sept. 2, plus July 2-5 and Sept. 3 (Labor Day). The bag limit will remain two per person with a 16-inch minimum length.

The oil company’s own the rigs, and lease the land it’s on. And lease the surrounding land for mineral rights. I’m sure there will be fences around then to keep the public off their waterbottom.

On. Serious note. That is bull. If they like that pilot, they will just expand on it, which would suck.

Hell im ok with last years season, weekends only , wish the limit was higher, but it’s. Start.
