Get the penn squall reel and then just any ole rod will work for snapper. Then when you have some extra cash later on get you a better rod and you will already have a good reel.

Whatever rod that gets you to your budget. I have several heavier ugly stick rods that are just fine for this type of fishing.

Penn GT330 gets my vote
I have two of them and lock the drag down with pliers to keep all but the biggest fish from peeling drag and wrapping you into the rig legs. These reels have plenty of arse and i like the level wind.

You can catch AJ's on the squall.
Eta: we use the squalls for trolling and bottom fishing. Very versatile reel.

i have two of the tekotas also, and have had zero trouble with them. my penn 340 has been to hell and back numerous times for the approx 15 years i've had it and it has never once let me down.
