They do this in DC...literally IN DC...about once a year, mainly in Rock Creek Park. From what I recall, they regulate how it is done pretty hard. I don't think they pay for processing and there may even be a requirement for Hunters for the Hungry or something.
Begs the question: What tastes better? Free roam deer that feed on grains and acorns, or city deer that are bound by interstates and fences that feed on leftover Five Guys?

The government had to hire people to clean out Valley Forge a few years ago. The park had a crew that rode around in a dump truck every morning to pick up the deer that had either been hit or just starved to death.
Closing the parks for about 2-3 weekends during hunting season would help. People don't go to these parks much in the cold anyway.
