Buying used UTV tomorrow

I'm supposed to buy a used 2019 polaris ranger crew 1000 xp tomorrow from a private seller in LA. He bought it originally from a dealer in MS.

He lost the manufacturer statement of origin ("title") and had the dealer order a duplicate. I confirmed this with the dealer, too. Once the MSO comes in, he is supposed to sign it over and send to me.

As long as I have a notarized bill of sale from the actual purchase transaction tomorrow, should I be ok without actually getting the title right then? I do plan to get it registered in LA.

MSO and Title are different items. If he didn’t apply for a title, means he did not pay license & title fees, or taxes. Unless he is a dealer, taxes may still be owed on that unit from the original purchaser. So, be careful...

Bingo.

Louisiana will want to be paid twice. Same for Mississippi.

You could in theory register in South dakota and pay four percent.

According to the Mississippi Dept. of Revenue LINK, ATVs are not required to be titled or registered - it is voluntary. So, why would MS expect to be paid anything for this?

What if the dealer just sends the MSO blank to the seller and he forwards on to me without actually signing it? Will that and a bill of sale get me registered in LA?

Louisiama will honor Mississippi laws. Meaning no notarized paperwork needed.

If they send it blank... You need a bill of sale from the dealer.

But then you can pay your taxes here.

Just called LA DMV...they confirmed it would be a double title transfer and I'd have to pay his taxes from original purchase since it was never done. I've reached out to the guy and asked him to reduce price by that amount. The DMV did make it clear that registering/titling the UTV is voluntary. I don't have to do it unless I may ever take it off of private property. I only have a little over an acre, so chances are I'm gonna ride it somewhere else.

I hate it though. This was a great looking unit. Hopefully the guy works with me some.

This doesn't apply to LA, but in MS you can buy a ATV/UTV as a farm vehicle and only pay 1.5% sales tax.

Why register it at all? I don't see the benefit. It's for off-road use, correct?

Some federal lands require an off road decal to access them. You have to be registered to get that decal.

Also, just out of concerns for if I decide to sell it later. Just to ease any potential buyer's minds

I don't understand the problem. Pay the man and take your new-to-you polaris home and do what you want with it. You're making this too complicated.

The guy just agreed to offset the price by the taxes he would have owed had he registered it originally. Super nice guy.

Also, I called South Dakota to look into that route and they said they are only doing in-person transactions at this time. I guess too many people caught on to that loophole.

I sent my paperwork off a few days ago for mine. I think I talked to...Nicole. But please don't say you're doing it to avoid taxes. Just say you have a camp up there.
