Attic Insulation

Looking in the attic at my girlfriend’s house and saw this insulation, which I’ve never seen before. Anyone got a clue what this is? House was built in the 50’s.

What wick said. It’s not bad but may be a little dusty, if you can see the rafters it’s time to add some more though
