Above ground pool pump/skimmer help needed please

First pool i ever owned. Small pool 15ft in diameter. Sand pump running at 10 to 12 psi. Return water has good strong flow but the skimmer flap is just laying flat inside the opening? I thought that it was supposed to stand up and flap back in forth & pretty sure it was flapping back forth earlier today and last night. I did add some stabilizer in the skimmer then I after that is when I noticed it. Not sure if thats related or not. Is this normal?

I believe that the skimmer flap is supposed to lay flat as long as the pump is running. When the pump stops, it should float up to prevent the debris from going back into the pool.

Mine kept getting stuck so I just took it out. Nbd.

Your water level is to low in you pool, the water level needs to be half way up or more on the"flapper", any lower then a clean pump will pull it down and restrict flow.

I agree, this happens when water level is to low. If it gets lower your pump will start sucking air from the skimmer

The skimmer should do just that. Skim 1/4 to 1/8 of water off the top. Could be stuck, low water, or broken.
The flapper should have upward pressure on the water while the current caused by the pump should have downward pressure on the flapper.
