The only problem with going over the side of the balcony is that on that ship they're not straight up and down. The top deck is going to be pissing on someone 2 or 3 levels down, so alot like Congress.

Maybe not just pissing where you stand.
Hopefully somebody on the ship could have taken charge and gotten to the lowest deck on each side and said " ok this side is for the womenz and this side is for the menz". "Do your business here and be happy you ain't in a life raft"
