Florida knows the bullshite with the gulf coast council first hand and was the first state to tell them to frick off. The gill net was one situation the council was out there promoting gill nets and try to undermine the ban every way they could. But that was after the bad blood.
Here is what happened, in the 80s (think it was late 80s may have been 90s) Florida wildlife officials saw the GD Japanese fishing fleet of their coast and went to investigate. They discovered they were fishing for shark on a huge industrial scale. They were just taking the fins and discarding the carcass and had processing ships with them. They had hundreds of miles of long lines out.
Florida become concerned as there were really no baseline studies to determine what the population was previously and it was hard to tell how many millions of sharks the japs were killing but Florida knew the jails had already wiped out whole areas of the ocean of sharks previously.
Instead of helping Florida the council designated sharks as underutilized species and provided grants etc for American fisherman to also fish for sharks.
Florida told them frick u and we are done with u forever.
Later when the magnson moss act was established after the complete collapse of the east coast fisheries due to its idiot council Florida lead the way in determining that many sharks were in fact endangered.
Then we got the confusing fricked up shark regulations we know have. But the commercial shark fisherman believed the reports were lacking and sued and had them thrown out. (After being given all the info they needed for the suit from the commercial lobbyists who holds a seat on the council)
So for years we had shark regulations while the long liners did not.
I shite you not, look it all or call your Florida wildlife officials to confirm all this.

Working on the letter by u can say that that have not done any population study in 20 years are not using best science as required by act and there are hundred of divers scientists willing to go on record saying more snapper now than ever before
