1) There are already a bus that the "criminals" can connect to, in order to get to this place.
2) Criminals aren't exactly going to rob a house then ride the bus home.
3) There are pretty much zero nice houses anywhere within walking distance of this bus route.

Disagree
If government can make a profit, they should lower taxes/fees to such a level that it is break-even.
