Because what if Rock wins then Cody beats the Rock…..then we can come back to Reigns v Rhodes which was just one of the best Mania stories in recent history and one of the best matches ever.
I think it’s pretty clear that the HHH regime is focused on long term storylines and building real worldwide superstars.
There is a place for the Rock in this story and it’s possible it could include the WWE title.
