Every network executive will tell you they want higher Nielsen ratings. However 3 of the 4 major networks don't even use the Nielsen ratings anymore. The push for streaming even for OTA shows is so they can find out what people are really watching.
Nielsen uses ~20k households to judge what roughly 110 million households watch and they know the data isn't accurate. Networks can measure what is watched and for how long via their apps. The only thing they struggle with is the demographics, but let's be honest, younger audiences use apps/streamers more than older audiences.
