Would Starlink internet or other satellite services that can operate without switching to towers or using other infrastructure on the ground show up on this kind of reporting?

Also, right before would have been a good time to push something like Bitchat onto cell phones. Someone at Apple and Google would have probably warned them, or the companies would not have done it. Unless blocked in app stores by Iran you would think that during the earlier protests that they would have already downloaded apps like this to try to communicate through some type of smartphone ad hoc network or Bluetooth mesh /peer to peer network.

I believe that's how a lot of the information got in during the protests. I suspect people are fearful of a death sentence being passed down if they are caught with internet. Otherwise I don't think there's a way for a government to "jam" the signal. As for the connection itself, they can use VPNs and GPS spoofing tech to avoid geographic blocks.

I suspect both the CIA and Mossad have operatives in the major cities and are likely using the bulk of "underground" data coming in and out of the country.
