While it is certainly strange to do what this woman did is it really criminal in nature? They are fricking cats for fricks sake. They were, apparently, in a position to be "picked up" which sort of indicates they were in a shelter or running around wild and free. She "picked" them up with the intention of taking care of them....no matter what happened to them it does not sound like their fate was much improved or damaged by her....they were cats in a position to be "picked up: whatever that means. If she stole them from people who wanted them that's one thing. If she intentionally was cruel to them and killed them that's a different situation...but if they were strays and she took them in and they died they were well on their way to dying anyway....its hard out here on a stray cat.....I get that cruelty to animals is frowned upon BUT I don't know that we ought to be applying the power of the state to strip PEOPLE of their freedom simply because they failed to take care of a bunch of cats that no one else was taking care of in the first place....
