There are very few incidents of dogs killing people annually in the US. One of the scenarios which does present is when dogs become wild and group together as packs. That becomes a genuinely dangerous situation where people (especially people like joggers who are alone) do get killed.

So now in addition to getting impaled by concrete while driving under overpasses, we gotta look out for wild packs of dogs? Well frick, Austin may as well be in Florida.
