The worst part is that regular prison would be a dream come true for him.

Nah. The quickest way to take care of these sick fricks is to throw them in gen-pop and let their crime "leak" to the right people. They'll be taken care of.
Look up Steven Sandison. People like him are all over prison and they have nothing but time and more time. They'll never get out of prison.

ETA: In the interest of full disclosure, Sandison was in prison already serving life without for the murder of his girlfriend (I think). Even psycho killers have their own morals, though.
