it ABSOLUTELY does not. Got 6.5 inches in Hammond at 33-34 degrees.
The temp in the upper layers matter more.

NWS discussion here points to a better possibility of snow down in the Matagorda bay area and down to Corpus. Expecting the moisture to depart here before the coldest air moves in. Even so, I'll be watching for a flurry on the way to work Friday morning.

This is correct. I can remember it snowing at 37 degrees when I was young. Then in 2008 it snowed its arse off in the BR area with the temperature sitting right at 34 degrees the entire time. And it fell so fast that it accumulated on ALL surfaces up to about 3 inches in the LSU area.

32 degrees and below certainly helps but it doesn't HAVE to be at or below freezing. If the upper and middle layers are at or below freezing, precip WILL fall as snow as long as the lower levels are in the mid 30s or lower.

and what's even worse is 28 degree ground temps with a warm nose!

Aside from wet bulbing, can snow cool down the surface layer? I'd assume that heavy enough snow through a thin 34 degree surface could cool it down to below 32, including the surfaces it lands on.
