Depends on hurricane season. If New Orleans goes through another multi-year period of no major hurricanes, parts of it will continue to gentrify. Treme, St. Roch and lower Central City are going through the same demographic flip that the Irish Channel, Freret and Pigeon Town went through last decade.

That is exactly why it became a black majority city.
NOLA took two major economic hits before turning to a tourism economy.
First, Cuba flipped to Castro. NOLA was a very major trading center/investment hub for Cuba and the Caribbean, NOT Miami.
The Second hit was the oil collapse of the early 1980's. NOLA was the center of the WORLD for offshore oil and gas deal making, no matter where in the world. Anyone worth mentioning in the offshore oil/gas services biz had an office in NOLA, not Houston, not Dallas, not London.. Foreign companies leased floors of luxury hotels even. A now deceased friend from Belgium leased a floor in the Royal Sonesta for much of the 1970's for a wire cable company selling cable to rigs in the US Gulf.
Expense account money packed the restaurants and bars in NOLA. That is more reliable than fluctuating tourism industry, and pays MUCH better too.

We booted six out of a two bedroom, 1 bath house on France we were going to flip.
They loaded up and headed to the West Bank. 2018ish
