I don't think the HOA can do a single thing other than make a phone call (like you). You need to call the police and get them involved. Trust me, if the police comes out and talks to them and they just end up doing it again and you call the police out again, somebody's getting arrested because they're gonna piss off the cops for having to deal with that stupid shite.
The problem with these contractors is that more times than not, it's not some company with a corporate office, HR department, operations manager, etc. It's usually some LLC of a guy who couldn't give a rat's arse about you.

Most HOAs can (and in most cases enjoy) fining contractors for violations. And they can ban a contractor from building in that neighborhood in the future. But as someone already posted, the contractor is probably friends with someone on the HOA. I'd call the cops. They will be quicker to respond than a tow truck i would imagine, and word will spread quickly with the workers.
I've worked in the construction industry for years and sometimes the general can tell them not to do something like that every day but the workers or subs won't listen. I've had a contractor tell an owner to call the cops on one of his guys because none of them were listening. I think the workers were parking in the front employee lot when we were doing an addition in the back. Baws didn't want to get their Z-71s dirty.

I was told you have to put a no parking sign up. If the sign is up the tow company would come tow at owners expense.

If they're parking in your driveway while you are there, I can almost guarantee they are using your hose bibbs and electrical outlets when you are not there.
