Why is there ever traffic dead stopped in the left lane of the interstate?

Because people in the right lane move to the left lane, causing those people to slow down. That slow down incrementally increases as more cars move from right to left until the left lane comes to a stop too.

All other lanes are also stopped.

Since the cars are not linked every brake tap ripples, like the poster said with the lane changes
Self driving cars are supposed to behave like trains (at least trucks in their tests do), wonder if that would help?
Speaking of that I wonder how those are supposed to interact to apply road rules among cars? Their operation individually will be a great achievement but how will they mete out lane changes on multi-lane roads?

because they are texting and need to get over in 20 ft or miss their exit. all it takes is one and it takes over an hour for traffic to get back to normal flow again.
also the fricks who get over to try to get to the front of the exit line and cut in at the last minute but are forced to "park" there waiting for a slow driver they can cut in on.
they should put up barricades 1/4 mile before exits so you cant get out of line. this alone would stop most of the dead slow moving lanes in the city
