Bottom line, I don't get why something as simple and dirt cheap as brushing and flossing is stressed at different rates along cultural lines.
There should be state programs that give out electric tooth brushes with two minute timers. And throw in a year's supply of dental floss. And add one free dental appointment to show them how to use the stuff.

I think the biggest barrier is cost and that dental insurance industry is a big scam. Not many dentists are willing to take the plan that your employer provides and if they do the copays are high and it is easy to max out the policy on many different services and you learn orthodontic work is not included, so what is the point of having the insurance.
Obama care at least provided basic dental care for children with health insurance, but it does not extend past 18 years old. Once you turn 65, Medicare and some Medicare Advantage plans cover some dental services. So there is a hole between 18 and 65 where it is the Wild West of insurance and providers. At least some dental offices offer plans that are better than most insurance providers, but if there is an issue or an emergency you are screwed.

Poor people have poor ways of doing things.
It’s cultural.
And no, the gubbermint doesn’t need to do shite. We already pay for these people to exist. We have the fattest poor population in the world. If they can’t bother to brush and floss well frick them.
