That's a good point.

How is it that a train that is resting on a side line to allow another train to pass is actually NOT resting on a side line but is blocking a major intersection?

If it’s a local freight, it will likely be switching cars at an industry siding. Hence the forward, stop, backward motions.

Train traffic has increased drastically over the last several years.

The local track here went from 22 trains a day on average to upwards of 36.

With the increase of fuel costs trains have made a resurgence as a way to ship goods.

Due to lack of manpower on the increase a lot of engineers are being worked thebshit out of and now complaining they are being asked to pull longer and longer trains. Some were threatening to strike over it a few years ago.

Hence more blocking intersections.

Some are assholes and intentionally do it. I know one and before he lost his jobs due to drugs it was his favorite thing to do. He did say most don't and try not to be an arse.

There is one that stops and blocks the road going to the river bridge in gramercy. It’s mildly infuriating.

frick trains! There is absolutely no reason why they can't build overpasses or underpasses where they cross main sections of roads. Its fricking ridiculous. Some break down and then you're fricked for hours while it takes them to get a "part" they need. Ridiculous.

I've done some construction work for one of the major RRs here in Louisiana.

First thing you learn from the railroads is that they do not want to stop their trains.
Second thing you learn is you don't do anything to stop their trains.

A stopped train does not make money.

Trains stop in urban areas for a few reasons.
One to switch out a car or someone tried to beat it at the crossing and lost. After hitting a vehicle (or a person) the train has to stop so the police can investigate.

Sometimes a train will break a coupler , they have to stop in order to replace a knuckle.
