The only place I've seen this is when I had to work in the hood. People walking down the center of the street. I even saw one dumb bitch try to do this on a busy four lane. Idiots.

I live in Mid-City and there are some really crappy sidewalks in my area. Between the oak tree roots pushing them up, sometimes 6 inches or more from adjacent pieces of sidewalk and portions of them cracked from people driving over them, it is like an obstacle course to navigate.
But, I can understand the frustration of the OP with a woman in the streets with a double stroller being pushed down the road while jogging.
Not far from where I live there is a practice track in City Park by the Rosevelt Mall with a 1/4 mile oval that is covered in rubber and very easy on the feet and joints. I see all kinds of people using that track for exercise, from HS kids to casual and serious runners.

I know that remnant of sidewalk.
Running the lakes at night when you have to take Park Blvd is a good way to lose your front teeth.
