Whether working or not.
Hell - you sound like my wife. When I am wearing my work boots I just DGAF about any sort of fashion. If it doesn't matter, I leave my pants legs where they are when I put on my boots.
If I am working in dirty, muddy conditions I tuck them in to keep the dirt off my pants.
If I am working with dry crap, I make sure they are out to keep stuff from getting into my boots.
If it doesn't matter from a functional standpoint, I leave them as they are. I'm not about to change the appearance of my work clothes to soothe the idiotic sensitivities of some panty-waist.

And yes, it was obviously a joke. But I did head a guy in a Texas bar saying that's why they stuff their pants legs into their boots.. Jokingly of course, Obviously Texans around here have a problem with laughing at themselves.
