Why are some city officials enforcing an ordinance to wear masks outdoors?

I'm visiting San Francisco and what the frick. I get indoors but data shows transmission is extremely low outdoors.
The odds that a primary case transmitted COVID-19 in a closed environment was 18.7 times greater compared to an open-air environment
The scientists detected 363 virus particles on average per 1 ml of petri dish. That seems like a lot, but again, that was at a distance of 8 inches. If you’re 6 feet away (72 inches), much of that will disperse before you can inhale it — particularly if you’re outdoors, where factors like increased distance, decreased duration of exposure, and improved air ventilation are all working in your favor.
In China, a study of 318 outbreaks found that transmission occurred outdoors in only one of them.
Los Angeles County requires people to wear masks whenever they are outside their homes, as do San Francisco and Santa Clara counties.

Because they don't know what to do so they just keep puking out changing edicts. Then they gnash their teeth and threaten, and act like it is a law, and constitutional.

It’s saying to wear it outdoors when you are unable to maintain distance from others that are not in your household.
They don’t expect you to wear one hiking by yourself and with no one around you.

Everyone in San Francisco is wearing it regardless. I was hiking yesterday out in the open and a few people not surrounded by anyone were still wearing a mask. It's pretty weird to me.
