AT&T has benefited from already having (and owning) the infrastructure in place to bring internet to rural areas. Once technology caught up and the cost of bringing on new customer areas went down, all they had to do was piggyback off of that existing infrastructure which needed little-to-no upgrades to work. They've more-or-less, and for better or worse, dealt with issues stemming from that aging network infrastructure as they have come along.

I hate that useless, piece of shite company with every ounce of passion I can muster, but I don't know if you can call it a monopoly at this point.
