I do not believe the government is honest so it leaves a lot of room for sneaky behavior. For all intents and purposes, the U.S. Government has limitless resources and that is the game changer.

I think Cuba/Soviet Union sent him. The way Jack Ruby randomly appeared at the exact second which gave him a window to kill Oswald makes me question his motives.
Oswald was delayed being brought out the police station by a couple hours from when they said he would. He was brought out a different entrance because of the vehicle he was riding in. Ruby ran errands before and was not in any rush. Etc.
Ruby was just a narcissistic night club thug that thought he was going to be a hero. He was a dumbass with a gun who randomly was in the right place at the right time.
LHO being a communist assassin is much more likely to me. The guy was planning to flee to the Soviet embassy in Cuba. Ruby fricked up our ability to ever find out though.
