It's not homeless problem, mostly its a drug alcohol addiction problem. Street dwellers can't get in to shelters if their stoned/drunk etc.

Take those old abandoned domed shopping malls that were built in the 70's.. House them in there. You also have those giant parking lots outside for tent cities as well... Put them all in one spot under one roof.

Nah, we are facing the same bullshite today. These were inhumane, like prisons and like ice detainment.

It will take a few years but you gotta start with
1. huge increase in building mental health facilities, 2, sweep the streets of homeless
(Mentally ill go to institutions, lazy bums get run out of town—the “bum’s rush”)
Enforce panhandling laws for both beggars and the people who give them money on street corners.

Clean up pollution, give them a job, 3 hots and a cot, worked nearly a hundred years ago, problem solved.
