Drain by unplugging pump and running faucet still connected to tank, like mdomingue wrote.
But you just wrote that you aren't getting much water out of your faucet, which doesn't point to a tank pressure problem.

Pressure switch went bad probably because the bladder in your tank is waterlogged and you lost the pressure setting in your tank. Drain your tank, replace the pressure switch (buy one with the same pressure range as the old one), reset the tank pressure with compressed air (set at 2 psi below the cut-on pressure of the switch) and turn the water back on. This should fix your problem for somewhere around $20.00. The next time you hear the water surging, tend to your tank and it will save the switch.
