What's up with the light at Burbank/Nicholson?

I was just there and the only side that had a green light was the Gourrier side, which very few people come from on a typical night. Cars sat there for over 5 minutes before we all just started going. And it sucks because theres a camera there to my knowledge.
But seriously. The thing was just frozen it seemed.
