Better question- when two (or more) nations sign a treaty and a question arises about meaning/interpretation of part of it, which language takes the back seat to the other? And how do they normally choose in which language to write the signed treaty?
In which language are the official documents of the EU written? I'd imagine either French or German?

I'd imagine English. You'd be surprised at how many people speak decent English in China.

I knew some kids from South Korea in high school and they listened to Japanese music. They said pretty much all South Koreans listened to Japanese music so I'm guessing they could speak decent Japanese as a population.
