Correct but it is illegal to block the intersection from oncoming vehicles.

Or the morons who ignore the white line and stop an entire car length over it making it darn near impossible for someone turning across the intersection to do so without clipping the front of their car. Just stop at the white line please.

Even worse is when you leave the intersection open and as soon as the car in front of you starts to move the car to your right turning right on red fills the gap. Leaving you stuck in the intersection.
