Perhaps. But remember it would be a two way street. People giving you bad votes would be visible and thus opening themselves up to likewise receiving bad votes. Plus, by limiting the number of times each person gets to vote in a day, this would cut out the practice of simply serial downvoting someone everytime you see they've made a post.

The only thing I would like to see, is for a targeting of posters who only troll or have a schtick. I think certain threads/ discussions should be free from these obnoxious, attention whoring, look at me idiots. I'm not talking about WYHI threads, WOWYHI, arseinclass threads or threads like that, but threads where an actual intelligent(I know, funny) discussion is taking place. Some people can't recognize trolls or sarcasm, and the thread goes to shite, quick.

Not a bad idea. Too many promising threads on here get hijacked by trolls.

That's a good one.
And I personally think the whole upvote/downvote thing discourages dissenting, original viewpoints, which makes cowardly herd mentality way more of a factor that it should be. If you disagree with something, say you disagree with it, summon up the cajones to say why you disagree and then own it.
