I'd imagine this is true.

Although the trumpet player in me says its lazy because taps is literally one of the easiest things you can play on a horn. It's probably hard to find people that play, play well, and can do it consistently in a very somber situation.

Granted this was about 15+ years ago, but I'm damn sure the bugler at my uncle's funeral actually played. It was far from perfect as he was a close friend of my uncle. I guess its not real easy to play the bugle when emotions hit you.
