In the original tweet where the video was shared it says that he asked her politely to leash her dog, so an exchange does appear to have happened before the filming.

No I’m saying actions have consequences.
However, falsely accusing someone of a crime they’re clearly not committing is really inexcusable.

Clearly to show how absolutely absurd her behavior was over being asked to follow the rules.
Since when is filming in public illegal? And more importantly why is that what bothers you the most and not the fact that this woman called 911 to falsely report a crime?

Filming someone isn’t illegal but tons of people really don’t like being filmed especially by some stranger

You're probably a lot younger than me, and I believe that filming someone will only escalate the situation. Yes, she was in the wrong, yes she acted ridiculously. In my opinion this could have all been avoided if he just talked to her like a human being. We're going to have to agree to disagree. Also, take into consideration the detrimental effect this will have on this woman's life, shes probably more liberal than anyone on the board, and she will from here on out be considered a racist.
